## Scope and independence

Assessing the technical conformity of projects delivered by public authorities and the achievement of their objectives was expressly included among the responsibilities of the Expert appointment with an Account Manager profile.

The formal assessment work covered public bodies assigned by the Department in South-Eastern Italy and other areas of Northern Italy, with no overlap with the bodies receiving advisory support. This separation preserved the independence of the assessment.

The 608 projects are individual applications and PA Digitale 2026 measures; the 228 public bodies are counted once even when responsible for more than one project.

## Assessment stages

1. documentary and substantive review;
2. pre-assessment and identification of required additions;
3. formal technical assessment of the completed project;
4. review of reporting documentation;
5. support for the payment request.

## Technical outcome and payment

A positive formal assessment confirms the project's technical compliance with the relevant measure. Payment is the subsequent administrative phase, based on the required documentation and checks.
