Digital transformation for public administration:
from conception through design and implementation to production launch

Portrait of Alfonso Fiorentino

I work alongside Digital Transition Officers (RTDs) and public-sector teams to activate services, consolidate them in day-to-day operations and complete the administrative closure of the projects that fund them.

I have over twenty years' experience applying digital technologies in the service of public administrations.

From 2022 to 2026, I worked as an Account Manager for the Dipartimento per la Trasformazione Digitale of the Presidency of the Council of Ministers, supporting NRRP projects for public-sector digitalisation and the principal investment programmes for ultra-fast networks. Across Central Italy, I supported local authorities, schools and universities, healthcare organisations and hospitals in implementing these measures, while also carrying out technical assessment processes in other parts of the country.

Today I work on information systems, process digitalisation and technological innovation for the Unione dei Comuni Montani Amiata Grossetana, bringing the experience of supporting hundreds of public administrations into everyday operations.

The cost of services after the NRRP

  • Rightsizing and review of over-provisioning
  • Renewals and multi-year planning
  • Project-by-project deadlines, remaining funds and other sources
  • Open source, in-house development supported by AI tools, interoperability and control of current expenditure
2

New calls, projects and reporting

  • Identification and application
  • Project set-up and monitoring
  • Technical review and close-out
  • Documentation for monitoring, reporting and payment requests
  • Support in dealings with funding administrations and suppliers
  • Findings accompanied by practical directions for resolving them
3

Support for the digital transition officer

  • Three-Year Plan for IT
  • Inventory of services and infrastructure, including SINFI
  • Cybersecurity
  • Interoperability and process review
  • Technical coordination with suppliers and service providers
  • Systems operations for small public bodies when needed
4

AI governed by the organisation

  • Systems in the organisation's controlled cloud: knowledge bases and LLM Wiki environments for querying administrative acts, RAG with a process graph and workflows
  • Data control, privacy and security
  • Traceable sources and human accountability
  • Minimising the transfer of information to external services

How to start

An assignment can focus on a single objective — a deadline, a project check before close-out, or an application — or be ongoing support for the team.

It starts with a review, followed by a proposal with a defined objective, timetable and fee.

In-person meetings and remote work

Remote work, including video calls, for operational delivery; in-person meetings for planning and decisions.
